Mplex fails with too many dropped frames

I was using mplex to mux a video with two audio streams and it failed with too many dropped frames.
This was fixed by increasing the mux-bitrate to 12000kb:
++ WARN: [mplex] Audio bd: buf= 1565 frame=017161 sector=00015255 **ERROR: [mplex] Too many frame drops -exiting
This was fixed by increasing the mux-bitrate to 12000kb:
mplex -f 9 -r 12000 -o PandaKing.mpg PandaKing-nosound.mpv PandaKing.zh.ac3 PandaKing.en.ac3
